Customs regulations for shipments to the US and Puerto Rico

As of 23 October 2025, there are new rules and customs regulations for shipments to the US and Puerto Rico.

As of 23 October 2025, the shipment of goods to the United States and Puerto Rico is once again permitted.

Regulatory update effective 24 February 2026:The updated regulations stipulate that the customs duty rate is now set at 15%, irrespective of the country of origin of the goods. This provision will remain in force until further notice.

To ensure compliance with U.S. customs requirements, we have developed a solution for the prepayment of U.S. customs duties, referred to as Postal Delivered Duties Paid (PDDP).

Under the revised regulations, customs duties must be paid prior to the arrival of the goods in the United States.

Certain exceptions remain exempt from customs duties, including:

  • Gifts exchanged between private individuals with a value below 100 USD.

  • Letters containing documents only.

  • Various types of informational materials, such as publications, films, posters, photographs, and similar items.

Shippers are now required to provide complete and accurate electronic customs information at the time of booking.

This includes product descriptions in English, the declared value, the country of origin, and a 10‑digit HS classification code.

At PostNord, we manage the customs duties on behalf of the shipper and ensure that the recipient is not charged any additional fees upon delivery.

Direct‑paying customers: The services are available in Buy postage. There, you can easily enter customs information, view automatically calculated customs duties, and pay all applicable charges directly at checkout.

Business customers (credit customers): You will continue to manage your shipments through your standard business system. Customs duties and fees will be invoiced retroactively, based on the final customs amount paid to U.S. Customs and Border Protection (CBP). Customers are responsible for estimating the applicable duty in advance. Information about the terms and conditions can be found here.
